Speaking at ARDA Week 2025, the African Energy Chamber underscored the need for aligned policies to advance downstream oil and gas projects in Africa

CAPE TOWN, South Africa, April 7, 2025/APO Group/ –NJ Ayuk, Executive Chairman of the African Energy Chamber (AEC)  (www.EnergyChamber.org), has called for greater utilization of African financial solutions to address the continent’s $15.7 billion infrastructure deficit. With these sources of capital, the continent stands to maximize the production, processing and distribution of local oil and gas resources amid efforts to make energy poverty history by 2030.

Speaking during an event organized by the African Refiners & Distributors Association (ARDA) in Cape Town this week, Ayuk proposed tapping into the $400 billion available through Africa’s pension funds to support oil and gas projects. With this capital, Africa can advance key infrastructure projects, such as pipelines, refining facilities and power generation, ensuring enhanced intra-Africa energy trade to address energy poverty. With over 600 million Africans living without access to modern energy and 900 million people living without access to clean cooking solutions, securing greater investment is key.

As such, Ayuk called for greater regulatory reform in Africa, citing the need to advance intra-African trade through the ease of movement of products and industry stakeholders, while ensuring infrastructure sharing across the continent. He pointed out that the greatest obstacle to realizing an ‘Africa-First Vision’ is not external challenges, but rather internal, owing to outdated and restrictive regulations that hinder trade and the free movement of people across borders.

“How can we move commodities across the continent yet we struggle to move people?” stated Ayuk, advocating for improved visa and immigration policies to facilitate mobility for industry stakeholders and citizens.

Ayuk also called for African policymakers to address high intra-African taxes that hinder trade, while encouraging greater collaboration between African energy markets. By addressing key challenges to trade, including lack of shared infrastructure and funding, Ayuk highlighted that the continent can achieve its downstream goals. A strategy for this is collaboration. Rather than competing against one another for limited capital, Africa can pool its resources to create an integrated value chain across the continent.

“We shouldn’t compete for capital amongst ourselves,” he said. “Our competition should be with international markets.”

Besides increasing investment in downstream infrastructure and revamping policies, Ayuk highlighted that achieving the ‘Africa First Vision’ requires fully utilizing every drop of oil and gas available on the continent to power Africa’s development. He emphasized the crucial role LPG and LNG will play in advancing access to clean cooking as well as the role of natural gas in providing baseload power for the foreseeable future.

In closing, Ayuk applauded ARDA for promoting investment in African oil and gas, despite challenges posed by the energy transition. Centered around the theme Africa First: Delivering Our Energy Future, the event sought to chart a course for energy security and industrial development through increased investments across the downstream sector across the continent.

At the Liberia Investor Day Houston, the LPRA will provide industry stakeholders with insight into the priorities shaping the next licensing round, including the anticipated process, qualification requirements, available acreage and access to technical data. The engagement will give prospective investors a clearer view of Liberia’s exploration landscape and the opportunities emerging across its offshore basins.

Beyond Stabroek: Guyana’s Offshore Basin Attracts New Wave of Exploration Investment

As ExxonMobil advances appraisal activity in Stabroek and new operators target frontier acreage, Guyana is attracting global capital and building a diversified offshore portfolio designed to sustain long-term growth

GEORGETOWN, Guyana, August 7, 2026/APO Group/ –Guyana’s transformation into one of the world’s fastest-growing oil producers is entering a new phase, with a growing network of IOCs expanding exploration activity across the country’s offshore basin. Beyond the landmark discoveries that first put Guyana on the global energy map, new drilling campaigns and licensing partnerships are creating a broader exploration ecosystem designed to support long-term production growth.

At the center of this momentum is ExxonMobil’s continued exploration and appraisal activity in the prolific Stabroek Block. The company has submitted a proposal for a 35-well exploration and appraisal drilling campaign, expected to run from 2028 through 2033, pending regulatory approval. The program would build on more than 30 commercial discoveries already made in the block, with drilling activity focused on evaluating new prospects and appraising existing discoveries to support future development opportunities.

Exploration activity is also extending into Guyana’s frontier acreage, with ExxonMobil advancing drilling operations at the deepwater Canje Block. The company has deployed the Noble Stena Carron drillship for exploration activity, highlighting continued industry interest in evaluating Guyana’s underexplored offshore potential beyond the established Stabroek Block.

Guyana’s strong exploration outlook comes as the country’s economy continues to benefit from rapid oil sector expansion, with hydrocarbons expected to remain a key driver of exports, government revenues and economic growth. As production scales up, attracting additional investment across exploration, services and infrastructure will be critical to supporting the next phase of development.

That momentum is being reinforced through partnerships established under Guyana’s 2023 offshore licensing round. A consortium comprising TotalEnergies, QatarEnergy and Petronas is advancing exploration activities in Block S4 under a five-year production sharing agreement signed with the government in late 2025. The award represents one of the first major outcomes of the licensing round and demonstrates continued international confidence in Guyana’s offshore resource potential.

Beyond the largest operators, a diverse group of companies is also expanding activity across Guyana’s offshore basin. Eco Atlantic is advancing exploration at the Orinduik Block; CGX Energy and Frontera Energy are progressing work in the Corentyne Block; Occidental is evaluating opportunities in the Roraima Block; while Ratio Guyana and Cataleya Energy hold interests in the Kaieteur Block. Together, these partnerships are broadening Guyana’s exploration landscape, increasing competition for acreage and creating opportunities for future discoveries.

As Guyana transitions from an emerging producer to a global energy hub, the next challenge will be converting exploration success into sustainable investment, local value creation and regional growth.
